What would be worth a try?

Change the kill quota or building habitat?

Octopus have a 4 year lifespan. They are prolific breaders with nests full of eggs. They live in dens.

What do you think would be more effective?

Changing the kill quota, or building just one den?

worst they'll realistically do is deny the petition. Because it will be nothing more then a hope and a prayer divergent path distraction away from the reality of there being not enough habitat.
