In Oregon you are allowed to use the boat ramps as entry and exit points so long as you do not impead the launching of boats .
We dived there in Decemeber (2013) - The County Deputy we were with, said 'no divers on the boat ramp'.

At DEMA, my local dive shop operator says that Si Tech is coming out with a new neck seal system.
