Thanks everyone, I've done 3 things. 1. Ground a bit of the sharp edge off with a dremmel. 2. Put a small length of 1 inch webbing down into the sleeve to lock it into place, but it now extends up where it is wearing. 3. I live near Portland and would like to get my gear serviced. I just picked up a BC and a reg. I could go through my dive shop but I'm assuming they are just going to send it somewhere up north which I could do on my own.
