Was that water column stratified or mixed? How deep were you seeing those temperatures? I'm guessing the thermocline is intact, but perhaps the boundary depth shifted

The water was 11°C / 52°F at Keystone at nearly all depths on Sep 3, which was evidently survivable in a 5mm wetsuit 😅

Scubapro Go fins have worked for me, as well as the Apeks RK3 if I need more drive and catch for back-kicking. What thickness are your booties? I wouldn't bother using anything under 5mm. The direct way to know this is to fill it with clean water to measure its internal volume (e.g. weigh empty vs. full, 1kg = 1 liter volume), then multiply that volume by the number of atmospheres of pressure when filled with compressed gas. DGX claims a steel LP85 has an internal volume of 13 liters...

While it might be a privacy concern, it would be interesting to know what particular structures inspired this bill.
Presumably those behind it went through the trouble due to specific examples?
Is there not already a legal process covering derelict aquatic structures?

Keystone yes that does work, though the slack can be short for surface activities. I gave myself the willies 'freediving' a bit there (to ~12 meters) as you can never really see the bottom (or top) unless you're right by the rocks. Same for Iceberg Point on Lopez. I have not snorkeled the Driftwood ...

I remember fantastic kelp & anemone gullies right off the point itself in Aug '19. There were lots urchins too, especially "deeper." Will kelp return by summer?
