The position information is collected at the surface so it is not actually the same as the underwater position. You can do the same by towing a gps on the surface time synced to a camera carried by the diver.

I think you will find our saltwater to be a balmy 42 to 52 depending on depth and time of year. In the summer it will be even warmer near the surface. Sometimes we can get a cold layer of freshwater at the surface in winter when we have a snow melt event. The snow melt mostly affects Hood Canal.

I was contacted a few years back by someone from "Dive Animals scuba club" out of San Diego. They were contacting the Oregon Scuba Club about diving in this area. I don't know much about the club other than they have their own boat.

Commercial diving is only the way to commute to work it is not the work in and of itself. Most commercial divers need a skill that people will pay them to perform underwater. There is an engine block there some place also but divers keep moving it around with lift bags so it is not a constant land mark.

How old were the instructions you had? There was a floating platform there at one time. I think it has been gone for 6 or 7 years.
