the shallower dive with significant penetration into a very tight area is actually more dangerous than the deeper (helium free) dives.

I have feeling that the permit rule may be to apply to classes being held there to avoid the weekend pile-o-divers next to the Silver Cloud, who I'm sure appreciates the divers showing up and getting geared up loudly at 7:00am. I have a call in to my gas supplier, I believe they supply such shop as well. This sounds really concerning and if it is the helium then I want know.
