I ended up going with Alex (Alejandro) at PvScuba, and it was a pretty awesome trip. 100.00 each, and she got a $25.00 pool lesson.

Wow.
So in the User control panel, where you set your time under board settings, to UTC Pacific Standard Time, right below it is an option "Summer Time/DST is in effect: yes/no".

Awesome.

The server should update it automatically. However, if the server does not have time zone data that contains the US 2007 DST changes, it will not update on the proper day. This looks like a hosted windows server, so it should.

Yes, Keeping it cheap is the option for now, so starting out with what I have will be best. I'll use gcc because it's cheap, AND one of the best. 0] Also, trying to remain open source, a gnu compiler is definitely for the win.
