i am clueless to the situation, but there have been things that i have acquired through a rep when the sales location was "less than helpful"

One reason is that maybe the said person did some work for the rep/company and the company wanted to pay him for his work with the only way they could, with discounted product. It actually happens all the time.

I was just saying that that is one reason they do it. And that, in my opinion, is okay.

This was my first thought as well... Was there perhaps a reason that the rep did not or could not work out some kind of cost + 10% for a 'key person' deal with the shop for someone who would use the gear around town and hopefully help 'sell' the product for everyone.
The diving world is full of drama, some of it we know about some of it we have no clue about... I'd guess there is more to the story.

so he told his dealer that he'd done it, so the people involved are all in the know. That is something for them to work out, not us to pass judgement on from afar. is your friend the owner of the shop? there is possibly some relationship there that perhaps the bystander (and we) don't know about.
