ID help please

At Edmonds this past saturday (29 feb) I saw a few of these little translucent critters darting around. I could only see them when my light was on them and it took me several tries to capture one on video. I made a youtube video that plays it normal speed and then 8% speed. I would estimate they were about an inch long.
