Seasonality of Tillamook Bay questions

Hey all -
I'm mostly Puget Sound diver, can anyone chime in on the following for me on Tillamook Bay, OR coast?

1) what is the best time of year to look at diving sites like Barview Jetty, 3 Graces, etc?
2) what kind of speed is the surge along the wall dive sites inside the bay? Comparable to Nor Cal?
3) is there any real algae bloom like Puget Sound?
4) what is a reasonable expectation for tidal exchange variances here given that it is so exposed?
