The National Oceanic and Atmospheric Administration announced this morning that Newport will be the home of the agency's Marine Operations Center-Pacific beginning in 2011.
The federal agency chose Newport over Seattle and Bellingham.

Well... Funnily enough the Secretary of Commerce is a former Gov of WA. But yeah it is a little funny that the NOAA administrator is (still) a scientist from OSU.
Having just stepped off a NOAA ship yesterday I can tell you that everyone I met is scratching their head about the decision. Besides having no existing shipyards and Newport harbor being treacherous approach.... they're going to lose many long time employees in the move.
I guess it's just cheaper and easier in OR.

The approach to the harbor has been mentioned as a concern. But really, hydrographic ships like the Fairweather and Rainier come and go just a few times each year, spending most of their time up in Alaska (or down for maintenance in the case of the Fairweather ). I expect they'll continue to use big-city shipyards like Todd's in Seattle.
Perhaps the port of Newport paying for the construction of an entirely new facility had some influence on the decision?
