This is total BS.. there is only about 6ml of dissovled oxygen on average in 1 Liter water and the human body metabolizes around 1L Oxygen per minute during scuba (1,000ml).. so you'd need to pump roughly 170 liters of water through that thing to extract dissolved oxygen (at 100% efficiency) for sustaining life..
You could also use electorlysis.. by you'd need to strap a few car batteries to your back and get some pure graphite rods and go scuba dive in distilled water.. but high amperage car batteries + pure Hydrogen gas + pure Oxygen gas = Hindenburg experiment.. (Although 'technically' you could dive Hydrox..)
And with sea water theres that pesky chloride gas by product when separating sodium chloride (the salt in salt water)..
either way, cool idea, but im not sure there is snowballs chance in hell this is real..
