You can get them online now equiped and ready for video like that you can even get them set up for FPV in which you wear a special pair of goggles actually fly first person and see what the camera is seeing. Cool stuff but not cheap.

ar drones aren't horribly expensive ( I have one) with built in 720p camera (easily found used), Jared Jensen has a quad copter that can carry a go pro. Much more expensive, but really nice.

My Australian Shepherd loves to chase the quad copter, Rat Dog approved for fun. Neighbors, maybe not quite so approved.
