What to replace dock floatation with??

My mom has a floating dock out on Puget Sound. It is about 8'x16' It is anchored out in the Sound off of Vashon. Its current floatation is styrofoam. Naturally, the styrofoam is disintegrating, and needs to be replaced. She would like something environmentally friendly to replace the styrofoam with. What are your suggestions?

A friend of mine replaced his Styrofoam with a bunch of plastic barrels. Works great for him!
