at 12:50pm a diver was reportedly trapped under a boat in North Thomsen Harbor while he was trying to install a large propeller. He was freed, unharmed, before EMS arrived, and EMS stayed at the site until the propeller was safely on the boat.

Nobody was trapped, it was a false alarm. The interesting thing is that the EMS that responded didnt bring any dive gear with them to help the diver out if there had been a problem. Good thing there were three other divers with gear on at the site huh. The only "EMS" personel that was there were the harbor master and a police officer. They didnt stay until the prop was on either.
