Saw the thing in the photograph at about 50 feet south of the boat ramp at Redondo today. Both Andrea Peterson and I saw it and neither of us could tell what it was. I thought perhaps it was a clump of eggs, but looking at the photograph, I wonder if it's a sponge.

I should add that it was about 2" across, and appeared to have a bit of a stalk (which you can see at the bottom of the photo).

I'm guessing a colonial tunicate of some sort, like this one I saw at Three Tree:
