Why Does that not suprise me?

I have had boater come right over top ov where I was diving before
I have noticed it makes no matter if you dive with a flag or not

most boaters have no Idea what the Diver down or the Alpha flag mean and what they should do when they see one or both of these flags.

Just my .02psi
