Question on PM's

I have two messages sitting in my 'outbox' currently. Are they there because the person hasn't received them yet, it hasn't been sent yet, or what's the deal?

It means the person you sent them to hasn't opened them yet.

NP :) In emails, if something is sitting in the outbox, usually it's having a problem sending. Here it seems as though it's just when someone hasn't read the pm yet.
