We were discussing this on our dive club site when this came out, and had to do some deciphering.
What it seems to suggest, is that diving (for normal recreational depths and times) causes a condition that prevents the vascular muscles from relaxing- keeping vessels taught, and therefore increasing blood pressure. The antioxidants seem to allow the muscles to still relax, even after diving. It seems to have the most impact, therefore, on people who are prone to high blood pressure already, and not much use to others.
