I just don't see how it would make fiscal sense for a shop to rent scooters.
I did one of the first GUE scooter courses and, I think between the 7 of us (including the instructors) we killed 2 gavins over a weekend.
Obviously they just required maintenance, one was flooded because of stupidity and one of the scooters was damaged by the repeated put your hand in the prop drills (I suspect the plastic Mako parts in the Gavin were stressed excessivley because of the stronger Delrin clutches they fit).
People are a lot less careful with the stuff they rent, it could end up being a money pit for any store renting them.
