PST E9791 tanks

I have an opportunity to buy some PST HP120 tanks produced under the E9791 special use exception. I see lots of FUD on the boards in 2006 before the permit expired. Has getting E9791 tanks hydroed or filled turned out to be an issue? I would love a set of HP120 tanks but I don't want o throw money down the drain.

The permit is renewed and can continue to be renewed by 3rd parties. Don't worry about them. Do take them to a hydro shop which is savy enough to comply with the PST "prestretching" bulletin otherwise they are quite likely to fail.
